The Challenge: A State Government project required strong project management support to guide what was a complex technology and business change initiative. However it was part of a larger program with its own Program Management Office (PMO). This Program Management Office provided inadequate support to its member projects and was not willing to change. Additional support for this project needed to be established as an extension to the existing PMO rather than in isolation.
